Can't decipher the code

I am trying to decipher the code book after talking to Solmonski and getting the info on this. Unfortunately my letters to choose from don't include an "M" or a "W" so there is no way for me to complete the words like Chinatown. So I can't complete the puzzle.
Anyone else have this problem and any suggestions or is this somekind of glitch and what can I do about it.

Solution: adjust your font-size in Windows to 100% (it now is probably 125%). Control Panel -> Appearance and Customization -> Display. Restart the game and you’re done!

That should be highlighted.
