edit: You don't need any other games/tools to play Steam Neotokyo.

I downloaded the SDK and it says the same thing

You only need Source SDK 2006 which is available for free, at least as long you have possess a Source game (Team Fortress 2 included but not limited to).

I deleted the two files in the platform>steam game folder and the game started, but can't find a server

Find a server on the steam server thingy. Click View on the Steam bar (the bar where the close window and minimize and maximize options are) and click Servers, then select NEOTOKYO as a game and find servers through there

Yeah, but the game start a application called "hl2.exe" (32 bit) and the icon is the same as the icon of half life 2. It's a little bit confusing.
I wonder if the developer will get any copyright issues by valve itself?

It's probably used under license. The process of getting a thing on Steam is highly opaque.

This thread is both unrelated and from literally one day after the Steam release...
