The options to spend your time are quite limited and it's easy to max out every "social" stat early on, as well as all the friendships and there's only 1 thing you can do to earn money once a day. Also the game is very short (and easy).
As for your very first question, it's hard to give you a definitive answer.
If you're fine with playing a "baby's first rpg" (the rpg elements are pretty minimal and easy to grasp) that lets you play around as a kid on summer vacation doing some kid stuff, then go for it. If you'd like an amazing and solid rpg with the other things mentioned, it might not live up to your expecatations.
