2 in the Suburban (one during the opening event only).
1 in the central district
4 in Farms district
2 in the Forest
1 in Church
2 in City district
2 in Rich district

Where is what I am missing?

There's at least one more in Suburban. Suburban Area has 3 not counting the one in Copper's House.

There are three...

house to the north, and a laundromat. There is a puzzle-like object placed in these that I cannot examine.
Is this relevant?

There ist 1 in the Suburban: 1 is at the left house near your house, 1 in laundromat and the 1 at the house with ghost boy mother are not interactive.

I started a new game and the laundromat and ghost boy mother are not interactive, you can't do anything with them.

yep, that's all you can find "on map". i think last one must be inside building, in cutscene or quest, dungeon, gloomtown, and maybe it's not newspaper. i give up and wait for answer from those who get this achievement.

Resolved.
The last one was from a laundromat.

I was able to look it up when I went to the laundromat on the second day when I was able to move freely（Main quest to buy butter）

After advancing for a while, you can't look it up.
Probably a glitch.

Yep, exactly, it's only possible on day 2, it's def. a bug and hopefully devs will see it and fix it. But there are also many other crossword papers on other maps which are not interactive, something is wrong with the game or you need exactly to follow a pattern, replaying the whole damn game, even it's really nice game.
