is there a way to get rid of the wait to spawn units in multiplayer?

Timers there for balance, only way to remove them is with mods.
If you want to test some units you can enable Test Mode in host settings under Game settings

"Attack factor" or something like that in extended settings. Setting it to 0 will remove timers, including sp unit timers.

Yea, it is the "charge speed". I sometimes use it to make SP only matches by allowing only SP units and setting the charge speed to 0. Unfortunately SP only matches work well only with enought people because it is only 10 SP points per player.

So far, it seems that only USA vs USA and Japan bs Japan are the most working SP only matches, having access to artillery like the Royal artillery or 203mm BM4 will break the balance.
