On the software side of things, the easiest thing you can do is close all other programs when you run the game, and uninstall anything that you don't use. Many programs have some kind of background process that takes up a small amount of resources all the time, and those can really add up. Also, change your theme to "Windows Classic" - it looks like Windows 2000 but speeds things up considerably.
Since you don't know much about PCs, this part could be difficult, but maybe you could get a tech-savvy friend to help: Reinstall Windows. The version of Windows 8 that Dell put on your computer is full of Dell c-r-a-p-ware that slows it down (as if Win8 isn't bad enough already). Get a Windows 7 disk (on Amazon, or download it from you-know-where and burn it to a DVD) and install it over your current installation. It will preserve your files but you will have to reinstall all the drivers for your PC as well as any software you have.

I know you said you have no money cuz yur 16, but you could go now some lawns or some ♥♥♥♥ and make like 500 bucks in a pretty short time with which you could get a way more than good enough comp to play mow

Most places won't hire you if you are over 18 and have no previous job experience. Well most good/Acceptable places. Well, that is how it is in Australia. I have many mates who left the "Getting a job" part to the last minute. Now they can't find a job. And are pretty much buggered.
Why would you employ someone who is 20, and has no previous Customer Service experience?
When you could hire a 20 yearold who has had 3 jobs since they were 15.
