this will change unit's inventory Permanently but this setting brings desync issue in multiplayer so you can only play by yourself unless you set in original condition
Yes, it's very simple. For me, it is simpler than an editor (I am good at modifying files, but not good at using an editor with a high threshold).

You can see the infantry units of various countries (I'm not sure if this mp has any restrictions... I just know that there are settings for the units of each country)
Demonstration: Here, I opened the USA sniper and can see that he has set the skill level of the unit, such as rifle lv_4, and the inventory, with a Springfield sniper rifle, ammunition, bandages, plants, etc.
I haven't actually modified these, as they would upset the balance if the flexibility to play in different countries was required.
