of course it is still in 32bit, with an old engine. but the fact this game has a stable amount of players (around 2000 per day, just like COH1) means that there is some acknowledged quality and replayability.
the metacritic score is low only because this game is a sort of mowas1 clone with the added sp unit feature. and instead of upgrading mowas1 to be able to play it on steam they just made mowas2 instead. (blame gamespy servers closure for that).
in the end it is a very cool and unique RTS game. the best ww2 game after COH and a ♥♥♥♥ ton of very high quality mods (for what the engine can do).
also (with mods) the most realistic RTS you ll ever get (but to a tinier scale since maps aren't the size of steel division's ones).
to the point of some players buying this game only to play the mods, not even touching the base game. which is very rare to see on other titles.
if you like modern warfare, cold war, W40K or starwars be prepared, some mods will blow your mind.
definitively worth it.
