How to use the satchel charge?

Hi guys, hope someone can help me with this one as I'm getting really tired and frustrated. Either this game is as unintuitive with the satchel charges as it can get, or I'm just blocked or something. The sniper has bags in his inventory that I guess are explosives. For some reason I can't get them to detonate. Do I have to wait for a prompt to use them? If I select one, the sniper has it in hand but there is no icon suggesting how to plant or throw them. If I place them somewhere nothing happens, no fuse, no explosion, no icon to set them off, nothing. Could someone explain how to set these off?

Sniper satchels are not explosives.

They are camouflage kit = instant plants.

That is really freaking stupid. Controlling units are difficult enough as it is. And they do really stupid things on their own. Then objects get in the way of visibility causing me to die many times. Then vehicles get stuck and will not move. In the second version of the game, I'd think they would have worked out all the bugs. This game is supper buggy. The developers did a super crappy job with this game. Frustrating.
