As you mentioned in your question: dozens of games have failed before. This is the number one reason to not make this another f2p title as described above. Also, anyone who doesn't actually want to pay for game (and we have thousand of games coming out that are regular pay2play, so what's the problem) wouldn't have spend anything on a f2p game anyway.
I myself will be very happy getting full content updates with everything for free after release and being able to play with others who actually want to play this game instead of hundreds of toxic f2p players who don't care and ruin the community for all others who enjoy it. This steam discussions here are actually another prove why the decision that where made are good.
And it's very sad that people and also press are bashing on a very good game just for the clicks and money which started before any gameplay was even known. I think gamers should now better but it seems many are easily brainwashed and just follows the general consensus regardless of its reason and content.
Like the irony in your comment that you think f2p leaves a game empty with no players...imagine thinking that when a product has a paid entry and is awful... the people that MIGHT of tried it f2p and MIGHT of stayed won't even look at it when its gated with a paywall, leaving it utterly dead with 10min queues to play against the same 10 people over and over, fun. It will just be another failed arena shooter, because the devs don't understand what people want in games.
Sony has done it before, they tried it with uncharted 3's mp, they also where the og owners behind Planetside 2 and i'm sure there is more. But sony lately has been making many bad decisions.
Foamstars and Destruction All-Stars were also Free2Play for the first month for PS+ members (so basically everyone interested).
And you know how I can prove that they were huge? Nobody even remembers them!
