You said the answer already, there's a chasm of difference in experience from Concord's Bunjie leftovers vs Valve. The guy who made concord's designs s had no experience before this, so this is essentially his big debut as concept man, changing hats from programming. Oh and the same char designer is also woke.

So you see, the characters were bound to be a dumpsterfire from the start. He was too egotistic to hire someone who knew what they were doing, because he wanted his DEI vision realized, no SBI input even needed.

Could be the team is young and lacks any real vision or leadership since anyone experienced and competent would have been chased out of the industry by now. Could be ESG bucks.
