Steam does have the "remote play together" function, where you can stream your game to a friend to have them play with you. I played some local co-op games this way already. Even singleplayer games, where we both controlled the same character (fun chaos indeed).
A plus with that is also: Only the host needs to own the game, because the joining coop-player basically doesn't run the game, but only a video of it ;)
Prerequisite for that is a stable internet connection, because streaming the whole game uses more bandwith than just connecting to the same server.
I haven't used the remote play function in quite some years, but initially it didn't work for every game. But my first guess would be that jedi power battles supports it.
Would be nice to be able to play this with Steam friends since local co-op won't be much of an option for me.
