How to run in a smaller window in windows 11

I need to be able to shrink down the game window size, however it will not let me. Wanted to see if anyone had a successful workaround for it to resize the citizen sleeper 2 game window.

Properties/General/Launch Options:

-screen-fullscreen 0 -screen-width 1280 -screen-height 720

Just adjust the values to your monitor (I have 1280x1024).

Surprising this still wasn't added as a simple graphics option. Unity slop usually has this kind of option and I know the devs are competent and experienced enough to know how to set up a simple window/fullscreen/resolution setting. I dunno, maybe there's something difficult about it but it feels silly having to set it in the command line as you had to do with the original game.
