The "old" colonist at Olivera

The big party preparations on Olivera were finished and before everyone got there, a colonist talked to me. He had a whole character picture! Supposedly old, but looked like, idk, maybe 45. With bright blue eyes, just like Serafin. He said something along the lines of me reminding him of someone (which usually means another sleeper, and you know which one). Am I supposed to recognise him? Is he a minor character from the first Citizen Sleeper or something?

He is Sol from Citizen Sleeper 1. In that game you can meet him in the Refuge episode.
