Yes, although not that similar.
CVS
Uses a number system. The higher a character's number, the stronger they are, with more than 1 character being selectable if they use a lower number ( which was silly since it was Capcom's way of saying which characters are the best, even though it doesn't reflect actual tournament ranks ).
Selectable metre types from Capcom and SNK games, with more to select from with CVS2. These come with the gameplay options to match them.
Higher quality music, rendered backgrounds and FX.
SVC
1 character is selected and no option to use other metres.
Includes a parry system that's sort of like the SNK metres in CVS.
2 energy bars rather than 1.
Some character's personalities are different to normally. For example, Ryu is more ego centric than usual.
More bugs and less balanced. Although some like that sort of gameplay.
