2: yes... the game is a roguelike. being a roguelike, it's random. That's fundamentally how the game is made. If it was guaranteed stuff, it wouldn't be fun anymore. Part of the fun is adapting to the circumstance you're put in.
I think a good roguelike game should give the player certain type of control.
For example, Hades.
The player can't control what happens along the journey.
But at least I can control my play style (weapon).
So I can get practice and familiar with the weapon.
So I can improve, git gud.
And in this game
I am forced to use whatever weapon it randomize me to.
And getting bored caz the weapon is just not my jam.
No offense but it sounds like maybe rogue like games are just not your thing? Making due with the random nature of what you get is a big part of any rogue like.
That said, check out the road map; more ways to customize your run will be coming.
Advanced Gear Contracts generally give weapons such as Buzzsaws, Slim Axes, and Blastwave gear
Blastwave contracts give, well, blastwave gear.
Nailgun contracts give nailguns
Physical contracts give knuckle balls, bombas, and wrecking balls
Grab contracts give grappling hooks and fingers
As for shops, I'm not too sure about those. I know Pugg has more blastwave/nailgun gear, however.

roguelikes dont have to have proc gen or magic, they are literally just arena fighters with permadeath where you get random items and random scenarios
None of those things is required to a be a rogue like. I mean..magic, seriously? A rogue like has to have magic? What planet do you live on?

I beat the game in highest difficulty no problem.
It is not a hard game overall.
It is just pure frustration when I see the game decided to NOT give me any repair shop for 3 fights, then spawn 4x alpha dogs in multiple waves back to back to back.
Then in the next run the game suddenly become 'too easy' because the game just decided to spawn suicide bombers only.
as far as i played theres guaranteed repair shop per day, maybe u skipped it?
