Report a translation problem
I believe 4.5 deprecates 4.0 and let's say you manually tried to install 4.0 on a machine with 4.5 on it the installer will not allow you to continue and display a message like:
If 4.0 won't install on your machine because of the above reason maybe the install that Steam kicks off is struggling to terminate properly.
I dont know if 4.5 is installed or not, only that when I try to run the game the first time I get the message that its doing first time setup of .net framework 4.0 client profile.cmd
I get none of the messages that you mention here, only the small Steam window saying its doing first time setup.
Its finally done now, but I still would like to know why it takes so long and if there is a way to speed it up.

That said, I followed their suggestions and it didn't really reduce the installation time noticeably. At least it does give you some information on why it takes so long.
