Complex is a mod for HW2C,
Tunngle is a POS program that basically creates a VPN so players can use LAN features to play online (Used for HW2C, since there's no native non-LAN multiplayer support).
If you mean HWRM, Everything is done through Steam / SHiFT. (Even LAN, terrible idea GBX!). Have either of you been able to play online before?
I'd suggest LAN bridge, it's quite minimalistic, no ads, and allows one player to host a temporary VPN, (and automatically configures port forwarding to allow this!).
As per this thread here http://forums.relicnews.com/showthread.php?22497-Ports-Required-for-HW2-(1-1) there may need to be some port forwarding you have to do; it all depends on your routing setup.
