That bug is hilarious. Took me 2 hours to mine everything out. XD
you can also edit ships into your save file so you can have a maximum sized fleet at teh start of level 2
For me will work to easy the pain of waiting forever for the collectors to do the job...

A vast majority of the levels check your fleet size in the same ".lua" file (persistent levels, hint hint). Each owned ship is between brackets "{ }", so just copy-paste the ships from your existing fleet in the file to make more.
Increase your fleet size by 500%, and the AI is going to do the same....the battles are insane.
I find this to be a less direct way of cheating. Why? You should try protecting your single mothership, or carriers, from 50+ capital ships and 100+ fighters while managing your own fleet.
I bring a dozen of Imperial Star Destroyers and the USS Enterprise to teach the Vaygr a lesson.
