No, the office is guarded by proximity sensors. Either take out the Dawg and fight your way through, or just send a vette squadron up, over the yards, and straight down on top of the objective. Neutralize the autoguns, grab the data, quick-dock hyperspace away.
VIinyl, when the JYD latches on and drags a ship away, chase and over take it with your ships and destroy the nearby hyperspace gate. Frigates can outrun the JYD.
Doing this will cause the JYD to stop and sit idle meaning you can take as long as needed to kill it and reclaim your ship.
That sounds like it would work pretty well as well. I ultimately used a gravity well generator to put the JYD in stasis. Then I flew over all the turrets with my Salvettes and Capital ships to get to the office. Twas fairly easy. :)

But I'll reiterate what was said: you gotta make like the Empire and build some Gravity Well Generators.
It grabbed my missile destroyer but didn't run through hypergate. Destroyer is aparently permanently grounded, I can't retake it by any means. All gates long destroyed, mission objective done. I want my destroyer back! It was captured back in the mission where missile destroyer was firstly introdused! I have history with it. It was great mission, great tactics, great maneuvers.
I even named it "Daisy"... ;(
edit: make sure JYD is dead first, not sure if it can follow if hes holding it.
Not only this one. For instance ALL non-collectible debris fields are barely visible on sensors. It make supernova mission almost unplayable. You can't navigate nowhere except for going dead ahead to your objective.
Whole episode in the Garden was easy as hell because of strange AI gliches. I was able to destroy all their motherships within minutes. It was no challenge at all. In HWC those missions took me weeks. And they were awesome!
All enemies have smaller sensors range than I. I was able to capture every single cruiser and destroyer I encountered. I have so many of them I can't build even one of my own!
Not only formations are broken. Tactics are useless now. They work like in any other game now. In original Homeworld tactics was so much usefull. For example. "Evasive: power is taken away from weapons and shifted to engines. Ships travel a bit faster, ducking and weaving to avoid damage." (taken from rakrent.com "Formations & Tactics")
That way I have about 12 HC for the next mission to devastate that sphere of ion frigs.
