I never got my steam key for my old DOW collection I got from EB games and for something much older like Homeworld; I doubt they'll give you a discount for it.
Just wait for a sale if the game is too expensive, or wait for the reviews when the game is released to see if it's worth your money.
Also, they updated the classic versions. They're not the same thing as you bought back then.
It's best to look at it as a 2 game package + 2 classic versions thrown in as a bonus. $15 per game isn't bad imo.
Yep, Look up the THQ auction from a couple years back. Gearbox paid a bit over 1 million dollars for the rights to the homeworld IP.

You already get a discount, for pre-ordering.
Don't forget that they made the Collector's Edition of the game specifically for the fans, at a price point where they only broke even once the entire batch of CE's were sold out. There's no online reference to this, because I heard this at the Gearbox Panel at PAX East 2014 from Randy Pitchford himself.
1.35 million[www.joystiq.com] was just for the IP. It would have been a further 4 million or so since then to employ a team for 2 years.
They had to read and understand foreign code, Remodel and recreate all the stuff.
Making better textures is not like ... Hey Photoshop do a scale up!!! ... and ready. Same for models. There is a reason it took years for the big mods to finish - most are still WIP. Thats not only the scripting.
They did not make a new game - thats right, but they had to do the basic workflows of a game because they really recreated all the stuff.
Not like age of empires 2 HD, wich is "only" textures and made runable again and still wanted about 40€+ at lauch and is still at 20€ + 10€ for a mappack or campain wich can be done by the already working editor. Homeworld has not a mission editor. Most stuff is done by hand or needs external tools, wich may generate cost too. The few original dev tools that existed are basically useless now or they had to rewrite the plugins.
So I really find the priced justified. You basically buy a new game. ...
You should also consider that nor gearbox or steam got anything from the money you spend on your original copy of Homeworld 1 and 2. If you don't want to have Homeworld IP die again you should at least be willing to invest a little bit.
... In addition for a Homeworld 3 they will at least need to get the impression that there are customers willing to pay for it.
