Report a translation problem
As for base to base, I don't know anything explicitly for that, but you might enjoy Fairy Empire (Yaodu). I'd say check out the old EN version 1.05, since it at least has a janky machine translation. If you like it, then consider getting the more recent version in the discussions 1.36. It overhauled a lot of things, added a bunch of crazy ships and a translation patch was offered as a separate download. The only caveat is that you have to download an older chinese version of the game which you may or may not find to be a bit sketchy.
The game play of that involves moving between maps via gates, engaging in commerce and mercenary work, buying vessels and leveling up your command limit so you can field more and bigger ones. It's a sandbox approach, so there's no big plot to it or anything. But I found it to be reasonable if janky fun. With any luck, we'll get a translation patch for the most recent version.
