Report a translation problem
Could be several things, obviously something on your computer changed since last you played it. The .dll file itself is part of Microsoft Visual C redistributable packs that are parts of windows that get checked, updated and installed when you install software that has them as dependencies. If you look in your add remove programs list you should see a large bunch of them ranging from 2005-2012.
So, it could mean that you are missing one or another of the packages, which is unlikely. It could mean one or the other packages has a corrupted file which is only slightly more likely.
It is most likely to be a graphic driver issue, typically related to OpenGL3.3 which has these dependencies. Assuming you have a capable GFX card, are you running the latest driver? perhaps it is running a generic Windows driver after a Windows 10 upgrade?
If you do decide to reinstall the graphic driver I would advise to totally erase the old one first, my latest Crimson driver from AMD didn't take properly installing over the old one.
Are you running a laptop or just maybe a desktop with combined GFX (Intel on board + NVidia for gaming) ? In that case you need to make sure the game is not trying to use the Intel by forcing it from your graphic configuration utility.
It sounds like your game is trying to use a backup intel GFX that does not support OpenGL3.3 - can you set up a profile in Nvidia ultility to force the game to use the gaming card?

Note there are both x64 and x86 components to most things and both are needed as far as I know/
You don't have to go anywhere but the game directory: C:\Program Files (x86)\Steam\steamapps\common\Homeworld\_CommonRedist\vcredist\2012
Run both installers and do a "Repair" when prompted.
