Anyway - The old option should still work. Desktop link with:

maybe:
-mpBeta if you want to play Multiplayer.
If it has no effect disable VSync ... If you have low frames this will make it even worse.
Other than that ... use the greenish options and / or disable the Postprocessing stuff.
or just do whats descibed here.

I have a
i7 920@2.8Ghz 1st Gen.
560 Ti 1GB
6 GB RAM
This is not enough to run at full details.
GPU RAM (highest textures, filtering)
CPU (in large Battles, explosions, collision, bullets)
I need to reduce Textures, filtering and have disable shadows.
I addition I disabled distortion effects ... I hate distortion - my Eyes can to this on their own. XD
You can check if GPU or CPU is your limit by Pausing the game. If it's still laggy in paused mode it's your GPU. If its only laggy while running it's your CPU.
If it's GPU reduce your Settings.
Disabling V-Sync isn't an option as Screen Tearing is as horrid as Mouse Lag.

I don't have this in other Games which are mainly Blizzard Games, as they all use a Hardware Cursor.
An exception might be the last 2-3 Missions of HW1R Campain. Or Large fleet battles. Those will very likely lag. The Mission in Kadesh nebula may lag a bit too - at least in battle... very script intense fighters - so the base cpu usage is higher.
Are you running any mods ? Some mods like complex or mods using the X-System are pretty likely to lag because they are pretty CPU intense. In addition anything with large amounts of weapons can cause lag too.
Have you at least tried disabling VSync. I did not notice any Problem at all. There are of course Games that need this ... I don't think Homeworld needs to have this active. In HW2C Vsync could cause heavy lag too ... if not disabled.
Sidenote: Blizzard games have a Budget far beyond this ... So it's hard to compare. But even thought they are optimised like hell (well should be regarding time and money) - even blizzard games lag sometinmes
And yes, with V-Sync Disabled the Mouse Lag is gone, like in pretty much every game that features a Software Cursor. But as i said, the Screen Tearing is a terrible unwanted feature as well.
And with Mouse Lag i mean that the Cursor drags behind the movement i make on the mousepad.
The Video below is pretty much what i experience in Games like Skyrim, Fallout 4 and Homeworld Remastered. All because their use a Software Cursor which is tied to the Framerate.

I'm sorry that I can currently not tell you anything else then turning VSync off.
You may reduce screen tearing by reducing some of the settings and maybe play around to find one that's effecting it most.
if screen tearing is such a big issue for you in many game .. you might want to get a Monitor with g-sync. A friend of mine has one of those - with 4k - just pretty impressive. ...
But other than that ... sry .. no further advise. But you could still try to contact their support.
Maybe just hope the patch changes something that may help you
It's not my PC, it's the Game Engine. It simply needs a Hardware Cursor to solve Mouse Lag.
Games like Skyrim and Fallout 4 have a crappy writen engine as well, hence the mouse lag.
