Report a translation problem
Previously, I had just installed the game from an old backup and let steam update to the latest. For some reason this screwed with the install. I don't even know if you have to disable steam cloud. In any case I had backed up my save games. So yea, in a nutshelf. re-downloading from scratch should do it.
I suggest that if it is not working for you, that you submit a ticket as well to show that there are several customers that are unable to play it.
Anyways Long story short our good friend Mon the creator of bigDecrypter has posted a way to manually download the old version from steam and with a little work you can rollback to the previous version of homeworld remastered and get your mods kickin again.

I hope Gearbox officially fixes this, but I hope this helps people in the meantime.
This fix worked for me for Gundam seed Remastered as of 11/25/2016. Playin right now 35 minutes in no problems so far.
