One mod folder is located in the game directory steamapps\common\Homeworld\HomeworldRM\DataWorkshopMODs
But you also need to delete a second one which is in a seperate folder located in steamapps\workshop\content
In this directory if you have multiple games which you've downloaded workshop content for you'll find multiple folders which are just random number. One of these random number folders is Homeworld so just work your way through until you've found it.
Within the Homeworld folder the mod folders are also made up of random numbers so if you have a lot of mods it may take a while to find the correct one again but the folders name will be the same in both directories so when you've found one you will easily spot the other.
When you have deleted both of these folders resubscribe to the mod and it should hopefully be back up and running for you.
This has worked for me on multiple mods so far.
Also if you're having this issue with multiple or all of your mods you can just clear out both folders completely and unsub/resub so the mods on the workshop.
I don't know if this affects the other General failure issue people seem to be suffering in the normal campaign but if it does please post and let us know!
