It still has some bugs related to its jurry-rigging of a decades old engine to modern programming and all that.
After verson 2.1 there was supposed to be a 2.205 patch that never arrived. However, recently, (November 4th of this year) players and modders released the "2.3 Players Patch" which rolled together all the official fixes and balance changes including a major and lingering issue called the 666 Formation Targeting bug (which made it so only one ship could fire in a formation in reproducible circumstances in vesion 2.1). This 666 bug and the lack of progress on it by Gearbox is largely responsible for the decline of the game last year in MP circles.
And after people stopped playing the game seriously, Gearbox pulled the plug. Let's hope that people see a 2.3 Players Patch is available, and that the game is much more enjoyable now and we can get population numbers up.

Homeworld 1 or 2 are still owned and they still have the intention of making money from sales.
We know what OP meant.
"Is this game abondoned by the devs" is how I read it.
That's just an opinion. I'm sure it was different strokes for different folks. e.g. the toxic community, the people screaming constantly about how the game didn't compete with their impossibly rose-tinted nostalgia for a game they played 17 years ago, the fact that HW was always a more interesting single player campaign than MP skirmish in the first place etc. etc.
It means that with bugs still in the game, will the developer put resources into making an official patch to fix the game.
