Linking a Steam to a non-Steam account may be safe, but it would make sense to keep things separate IMHO. You would then retain separate access to both sets of content which would only be a good thing.
Other people may have a more insightful view that have actually gone through the process of linking a Steam account to an already active non-Steam account with which they have bought content.
Hope that made some sort of sense.
It's a fairly silly system they have. We should be able to have multiple keys to one account.
You can play on STEAM or 777 servers with a single account. You cannot share DLC across accounts. In an ideal world, it would be nice to have that ability, I agree. Maybe in the future. For now, definitely keep your accounts separate, and write down the account information somewhere safe so you don't lose it!
I had a very stale response from them when I tried to get some help, but I have sent them another email about your success and am hopeful that they can resolve the issue.

They offered to swap my email accounts around for the activations (I've not had time to follow it up yet). So the offer is there. I'll try to get back to this thread with confirmation, when and if I am successful with it...
