I am not sure which question to answer first. You have asked for help in two different areas.
If you want to know how to change to a different skin (livery) than your current airplane default, that is relatively simple.
1. Pick an airplane you wish to fly from those available to you.
2. Start the mission.
3. At the bottom middle of the screen you will see "Hangar" as a choice to select.
4. Click on: "Hangar" to enter the setup menu.
5. Click on the wrench symbol at the top left of the tab choices.
6. In the middle of the "Plane Settings" box you will find: "Paint Scheme."
7. All skins available to you are listed under the Plane Scheme title. You may have several or just a default for that particular airplane. Some planes only have a default skin and others have several which have been included with the game.
8. Click a skin you like and then click "Ok" at the left bottom of the menu box.
9. Your selection will stay set each time you fly this airplane until you again change it.
The second part of your question is a bit more complicated. If you wish to add skins to your game they need to be downloaded and installed. Once installed they too will be available in the Hangar setup menu.
To download and install new skins, follow the discussion on the below link. Over the game's history 19 historic & 19 fictional skin packs have been put together for Rise of Flight players. Also, there is an Official Skin Pack which contains a mix of most of the 38 individual packs.

If you have downloaded and installed any skin pack into the game correctly the new skins will appear in the appropriate airplane “skins” file folders. You can check these folders by following the information below.
Locate the drive where your Steam game is installed. The default is C: but, Steam can be redirected to install where you put it.
Example: Drive (X) > Program files (x86) > Steam > Steamapps > Common > Rise of Flight 2.0 > data > graphics > skins
Once you get down to the “skins” level files it will list all of the airplanes from the Albatros D2 thru the Spad 13 within the “skins” directory.
You can check any one of the airplane folder that you wish to see how many *.dds pictures might be there. I checked the Fokker dr1 folder and found it to have 21 *.dds pictures after loading just the free game. After installing all of the skin packs available I found the same Fokker dr1 folder to have 100+ *.dds pictures.
I don’t know which of the additional skin packs that you have tried to install but, if you loaded them into the proper location any airplane you have in the game “hangar” should show more than just the default skins.
I don’t have any way to check the steps you have taken to install the skin pack or which tutorial video that you watched for your information but, I can most often the reason why newly installed skins don’t work is because they have been installed incorrectly.
Be careful that the video you watch pertains to the Steam version of Rise of Flight because there is a difference in the file structure between the Steam and non-Steam versions. The game is the same game but, Steam loads it onto your computer differently than the stand-a-lone version.

Uh hi.. its me again. I have the skin pack downloaded and Im trying to download the fokker dr1 skin pack. Which file do I extract it in?
To the best of my knowledge there isn't a skin pack exclusively for the dr.1. I will have to do a bit of forum search over on the Il-2, Rise of Flight forums to find which airplane skins are in which skin pack. I have the information but, it has been sometime since I filed it away.
Also, if you are installing the skin packs correctly, the software will put each airplane skin in the correct directory (folder) for every airplane skin that is within that skin pack.
I will have to search through my Rise of Flight information to locate which packs have dr.1 skins. The best place to begin is to download the Official Version 1.33 and install it. It contains skins from a lot of the individual packs.
Im not exactly sure if it was a skin pack but it was an entire folder that was for the fokker dr 1. I just assumed it was a skin pack because it was a folder full of skins. I am sorry if I was mistaken on that

This is what I downloaded
The .Zip file that you have referenced and downloaded contains the English/Russian RoF Custom Skin Creation Manual and a template for the Fokker dr.1. This information is a "How-to-" for creating your own skins, not a skin pack. The template within this .zip file is a .psd (PrintShop Document) format and will not work directly with the game.
I was able to locate a skin pack put together by TG-55Panthercules for just the Fokker dr.1, if the Fokker is the only model airplane that you are interested in acquiring. It can be found here:

You will need to scroll down the page about halfway to the title: Panther's Alternative Historical/Fictional Skin D/L Packages. Then, follow the individual “Panther” airplane skin packs until you find the Fokker dr.1.
This is not a self extracting .zip file that will lead you through the proper installation. But, if you follow the instructions above on how to unzip and install the skins into the data > Graphics > skins folder, it will get you the Fokker dr.1 skins.
If you have the hard-disc space on your computer, as an alternative, I would recommend that you download the Official Skin Pack v1.033 here: (compressed: 300MB extracted: 3.3GB)

This is a self-extracting (7z) program that will lead you through installing the most popular skins for the game. You only need to remember to redirect the installation to your Steam Rise of Flight 2.0 folder rather than the default.
