'Dodge' starts at 100% chance, if the enemy has say 10% Precision then your chance to Dodge reduces to 90%, but if you also had at least 10% Agility then dodge chance goes back up to 100%.
You can see enemy stats by hovering over them to check for things like Precision and Penetration, if its not listed they don't have it
Basically you always have to have more Agility than they have Precision to keep your guaranteed Dodge.
it goes the other way too, want the enemies to stop dodging your attacks, get 100%+ Precision (Hunter gear dismantled can be a way to add it to any build)
Agility does nothing else, no innate dodge chance. the only way to dodge is to have both the ability (attained from scout gear or as the Fren character) and the available energy to cast it (also attained from Scout gear or several starting characters)
