How can I install spiral stairs?

I can't figure out why i can't install the spiral stairs on the outpost, what did i do wrong?

Place down a floor panel, then place the spiral staircase onto the center of the floor panel. Use the access tube when going to a second floor. You might need the con tool out and ready.

Is there a specific floor pannel? I tried that but I don't have a weld option

Outpost -> Exterior -> Base Platform
Outpost -> Floors - Large Floor
Outpost -> Access Tubes / Stairs - > Spiral w/ rail or Spiral without rail

thx, i was trying it for ages, noone mentioned the base platform earlier..
