Are ace survivors for paying players only or is there a way to obtain them as a f2p player?

The only way is to buy, those packages, alongside the free ones, you need 19 total, if not wrong 6 are paid the rest are free, between those paid.
The first 2 cost 5$ each the second ones cost 10$ each not sure how much cost the rest.
Based on this to get one Ace Survivor it can cost more than 30$, not considering that to upgrade them is unknown if for free or paid.
