I think it's not that easy to make campaign maps. In the beta, there was once a glitch with a campaign map where the values for country names, population, gold and research points were all misaligned by the same amount. I think the map is assembled in layers, not country-by-country.
I definitely agree with a random starting location option, though.
Do not underestimate the power of the community and its thousands of programmers. If Larian were to publish the file format definitions I think something would materialize.
Or perhaps the mapping limitations could be viewed as a major design flaw worthy of correction?
I believe this to be vital if this game is to have a long-term player base.
