i don't undestand why this game got 4-pack when you cannot play online with friends

whats the reason for the 4-packs

It's a way for generous people to save a little in case they do decide to send them as gifts to some of their friends.
Basically, you're saving one extra copy by paying for the 4-pack than if you were to send it to three or four of your friends seperately by buying the game as it is.

As far as I know, it's possible to play multiplayer, but it's kind of tricky and requires some.. Workaround or what.
I don't remember the details, but do know that there was some kind of a trick for that.

the multipalyer is dead i don't see why would you still have the 4 pack boundle

Because its singleplayer alone is worth the money, especially when it's on a discount.
As for the 4-pack never or almost never being discounted.. That's an entirely another matter.

Multi-packs are a relic of Steam MP games from a long while ago. Just about every game with MP that wasn't AAA had 2 or 4 pack options. IIRC Valve took away the option to crack down on game-reselling about 2016-2018ish or so.
