Eye of the Patriarch or Pillar of Flame?

I'm going through the game for the first time and I finally saved enough research for a 4th level dragon skill, but I can't decide which to choose. It seems like EotP is the most damaging but PoF can also have tactical uses by closing off a path or something, but I'm not sure how effective it really is.

Given the high cost, I'm kinda stumped. Any thoughts?
