How can I uninstall the game Tom Clancy's Ghost Recon: Phantoms?

The game no longer appears in the game library, so I can't uninstall it directly from Steam. I tried to uninstall it directly from the directory folder on my computer by the file "Uninstaller.exe" which opens a window to uninstall. After I click on the "Yes" button the window shows the progress of uninstallation and after complete process the window disappears and nothing happens, not even the uninstallation of the program.
By the research I did the game was discontinued and deleted from Steam. So much so that it's no longer found if you search for it on Steam.
I don't believe that Steam will not give any support for this game to be removed from the computers of the users who downloaded it. That's absurd! Now the files of this game that I can not even play is on my computer taking up space.
Any game removed, Steam should announce each user about it and give support to remove it from their computers.
I hope Steam helps me and helps users who encounter this problem or a similar problem like this in any other game. Because are the users that keeps this platform alive.

put it in your browser meanwhile steam is open, the command to force uninstall the game
steam://uninstall/243870
