I am in middle in game (if I can say that) on second region, so I don't have full information to profite to you
Because you have fighting you have to manage to repear building if they are damaged or even rebuild them, if pirates manage to destroy building and attack can also incapacitated your people, so having clinics can help you a lot. I don't know, about one thing, because there is one communicat that I don't understand: "Someone, who was working on [building] fall of the city", I have no idea, if in this game you can lose people if they will fall from city.
Needs in this game is more simple that previous game, but seeing that you need manage to save recources to repear damages so I don't feel to much bad of it.
It feels like a much easier game to play even with combat included.
That said, it isn't finished yet with at least another biome or two and another boss to be dealt with to be implemented.
I'm looking forward to the New game+ with increased difficulty options as we had in Kingdom.
Empire has combat. Ground based combat is quite fun and there are some bosses too. Airborne combat is there too but you pretty much ignore it as it is almost 100% automated other than repairing stuff when it's over.
Empire also lets you build anything, anywhere with total freedom and no (well very few) drawbacks for town layout beyond city tilt. As I recall Kingdom has basic city-builder rules like fans are noisy so you keep them away from homes etc. None of that in Empire. I feel this is a negative.
In Empire you cannot freely relocate your buildings unless you visit a Skydock (present on most large cities), in Kingdom you could do this freely anywhere.
But let's be honest here, the games are very VERY similar. Empire could easily (and perhaps should) have been DLC for the first game.
You gain plenty of funds from pirate base loot, destroyer wrecks and coin ruins... add that to the quest rewards and you'll net thousands in coin!
Okay, so I never bothered to invest a single penny in building any Minarets/Relics - which I found to be wholly unnecessary - and that meant I had way more than enough funds with which to build my city and still have thousands to spare.
I did still harvest resources, but only for building purposes and rarely for selling.
