Bar Soft Opening

I cannot seem to get the bar soft opening seem to trigger. I show up during the day time and click on the bar and I get nothing. Is there something I'm missing or, is it a bug? Has anyone else had this issue?

That hasn't seemed to have fixed it is there any way I could force start the event in debug mode? And would that be potentially game breaking?

Quest Prerequisite: Time for the Booze!
Order Tiki Torches from the shopping app in your phone for Jack's Tiki Lounge (costs $200)
Set up the tiki torches at the bar deck
then sleep for 1 day and open up the bar!

Make sure you go to the Bar Deck location to start it.
