They'd need to butcher her kit to balance that ult with how actives currently work (only one per person)
Most supports should build a Ruinous Ankh which reduces healing by a whopping 40% just for being near them. thats pretty nuts
There is no antiheal starter so you will get out pressured no matter what at the start. Nobody can compete with this amount of early sustain on two people.
So now you look at your first rushed item.
Brawlers is not something your carry can afford at this point because it kills any kind of boxing potential.
Divine is less egregious but has very strict requirements on your played god.
Ankh is on paper the best option until you notice you can't actually apply this consistently on her without putting yourself in danger, so you are taking damage to just mitigate part of their sustain, which is still a net loss for you.
Once she hits level 9 she becomes practically ungankable, no jungler wants to risk wasting farm for nothing just to get the aphro ult because you would need to spend even more time there to facilitate a kill afterwards with her ult down. Time she is gonna be at full health anyway because her birds are maxed at this stage.
It's just a horrible lane to fight against because it generates too much pressure and safety early on, followed by a really hard to crack mid game and then late game you have to deal with 2 additional sets of beads and aegis on the enemy team. At that point at least a support build will fall off hard on her, so you can try to abuse that.
The unfair thing isn't that she's broken later on but that she will always break even or win lane and even being weaker than other supports later on, a well placed ult still has the potential to just win a fight.
That said she isn't without weakness, if you have a well coordinated team you can totally exploit her tendency to overextend and her first level tends be very weak at supporting, so you ideally pressure her carry hard, force her to pick kiss on lvl2 and then go for the throat, getting an early advantage.
Unfortunately past that you are reliant on rotations to get anything done and if you aren't coordinated like in your average team of randoms you'll still be on the back foot. So just settle for an even lane and hope you can outplay the enemy later.
