No your masteries and mastery skins won't be making the journey unless you qualify to select a couple through the legacy progression track (there's TWO personal skin choice selections).
Keep in mind however linking S1 to S2 is dependant upon the location where the link is started. For example if the entirety of your S1 playtime is on PS4 like you say but you link from steam's smite 1 there's a high chance it'll not detect all your play time. Also keep in mind that playstation players have reported alot of issues with the linkage regardless but the devs are usually quite prompt with fixing your link up.
But ultimately as long as you frequently played S1 and earned gems through whatever you'll get legacy gems to repopulate your inventory in S2.
smite 2 is fun but this is clearly a lazy cash grab which is why they are making people spend money "gems" on mastery skins
