I think a lot of new or unexperienced players just don't understand the game well enough. They don't know what all the gods or items do, their abilities, their passives, how to read and counter your enemy, and especially how easily you can be countered. All this got even more complex with Smite 2 introducing new mechanics like item active abilities, that can be harder to read sometimes.
Most cheats today are subtle, like slight aim assist or ESP and can go undetected, especially by casual players. So it's true, just because it’s not obvious doesn’t mean it’s not happening, but honestly, most of the time it is just skill. Bad players will always get picked for easy kills by experienced players who see how bad these players are.
Another thing on the side: I would not be surprised if Hi-Rez has turned down their policy on bans, given how small the player base is currently. Banning players when there are so little to begin with is bad business, so honestly, don't be surprised if people won't get banned for harassment or exploiting, even slight cheats.
