Seconding the request to uncensor the game.
For still images, people can mod it super easily nowadays, with Stable Diffusion Img2Img.
I'll add that people assumed censorship just based on the timing of the release and the fact that the game was CERO C rated instead of D rated like similar prior games -- but the rating was likely never meant to be higher. The development screenshots shown to claim censorship didn't yet have the functioning steam added.
Also keep in mind that this was originally a console release for Japan, so explicit nudity was NEVER intended.
The uncensored screenshots don't have steam at all, it's not an issue of having thicker/thinner patches of cloud.
There's games that show the same amount of skin (and smoke/ray of light) as the censored version and still have the CERO D rating. In fact, many games that got censored by smoke and ray of light during that era still got the CERO D rating despite being butchered worse than this one.
It's not a reliable metric.
The only fanservice games that ever showed fanservice scenes that weren't in the final game were those that got censored.
Otherwise this is called false advertisment and is illegal.
The console argument is weak because it assume that fanservicey games don't exist on console and none of those technically show explicit nudity.
None of the uncensored screenshots show explicit nudity, you act like it's a porn game when it's only mild ecchi, the screenshot that got censored is probably the lewdest scene of the game.

Let's not push it, SOYNY ans M$ are the worst, Steam is second worst and Nintendo is the most hands-off for 3rd party games.
Most of the time, the Steam version and Switch versions are the same and the PlayStation version is censored. And if for some reason the Steam version is censored, the companies will often provide a patch for you to download off their website.
Valve is an independent company and being a PC game distributor, they don't need to rely on games rating. With PC gaming gaining grounds in Japan with the Steam Deck and all, Valve should open an Office in Japan and let Japanese people evaluate Japanese games, not a bunch of woke activists from the west coast of America.
Steam is probably to blame since the switch has the uncensored version.
