Game is unplayable due to missing CD / Activation Key

Problem:
Upon fresh install of the game Ubisoft Connect wants a CD Key or Activation key. On Steam we are no longer able to easily get access to the activation key included in the Steam purchase.

These instructions are out of date. The instructions no longer apply to Steam's newer updates. The 3rd step says to "Choose ''Manage'' and then ''CD keys'' but in newer versions of Steam the "CD keys" option doesn't exist.

Does anyone know how to get activation keys in these newer versions of Steam? This seems like it's on Steam but on Steam official support (Watch_Dogs > Player Support > Topic Details) if you select the issue "I'm having trouble with my retail CD key" it says "You already own a copy of this game on STeam. CD Keys cannot be used to gain extra copies of games or Steam gifts." And then it provides a link to a FAQ.

So not sure if this is on Steam or Ubisoft but some official support would be nice, or at least some directions.
