Hey there.
That's very strange. It is the case that different regional versions have different available languages but if it's available on one PC and not on another I'm not sure what the issue could be here.
Can you open a support case with us so we can check your account and licences/activations?
You can reach us either through the support website[support.ubi.com] by opening a live chat session or alternatively through our social media accounts on Facebook[en-gb.facebook.com] and Twitter and they will be able to create a support case for you.
