Living City Mod and Achievements

I was curious does the living city mod interfere with earning any achievements? Also do the offline online things living city adds like races count towards completion for the online achievements?

Yes, I got all of the base game achievements. The only thing is you have to do online races for the online racing achievement, the offline ones living city adds don't count.
