Report a translation problem
I spent hours trying different settings and it always came down to ultra textures at a specific intersection – much of the game was playable. It usually happened while driving but it also happened while walking through that intersection.
The memory usage of the card was just barely over 3 gig while Shadow of Mordor (with ultra textures) reaches 3.6 gig and runs smooth @ 70 fps...it's not the card imo.

Also, I have the GTX 760 and I don't have much problems. High textures run smoothly and there's only stuttering with Ultra textures. Did you update Watch Dogs?
Never tried with a Titan, but with the "-disablepagefilecheck" and .xml tweaks I'm sure it would be completely fine. CPU is also kind of important in this game.
I forgot about that "-disablepagefilecheck" trick so I'll give that a try again. I have the game maxed on all settings and I get no noticeable stutter, but more stability is always good!
