Traffic Lights Bug?

Since today, i cant hack any traffic lights anymore, every traffic light seems to be allready hacked. Im sure that no second player is in my game who hacks the lights and i restarted the game allready.
Because of this "Bug", at every road crossings, accidents happens.
I finished the kampagne and downloaded the conspiracy dlc yesterday and played it today for the first time.
So does this only happens to me and how can I solve this problem?
