Problem statement: Watch Dogs runs in Windowed mode only
If you face this issue where you find Watch Dogs is running only in Windowed mode even after you change settings in-game, then do following:
•(For Windows 7) Go to "C:\Users\UserName\Documents\My Games\Watch_Dogs\*\GameProfile.xml" (Or figure out where GameProfile.xml is stored in your PC) and open this GameProfile.xml in text editor like Notepad.
•In <RenderProfile....</RenderProfile> change WindowMode parameter value to 2 (i.e WindowMode="2"), launch Watch Dogs, it should work fine.
Or you can also:
•<RenderProfile....</RenderProfile>, remove this entire tag, don't worry when you start game again it will regenerate it with required settings and Watch Dogs will run in full screen and no more Windowed mode.
Run Watch Dogs in Windowed mode
If you want to Run Watch Dogs in Windowed mode, then again in <RenderProfile....</RenderProfile> tag find property name WindowMode="2", set it to 0 or 1.
Hate to necro an old post but I was having the same problem and figured out the fix after having searched quite a bit and not found the answer. So posting here in hopes of helping others that might run into it at some point.
For me, %UserFolder%\Documents\My Games was being write protected by Windows Defender's Controlled Folder Access feature (I had forgotten that I enabled it a few months prior). This feature prevents programs writing to any of your document folders as additional protection from the likes of ransomware. The folder that contains your settings in Watch Dogs 2 is %UserFolder%\Documents\My Games\Watch_Dogs 2 and the settings file is WD2_GamerProfile.xml so if any of the folders or files in the path are write protected the settings will not save (the program couldn't even add the Watch_Dogs 2 for me).
Here is how to fix:
1. Open Windows Defender
2. Click "Virus & threat protection"
3. Click "Virus & threat protection settings"
4. Scroll down to "Controlled folder access"
5. Either
A) Turn it off (least desirable option)
B) Add your folder to the "Protected folders"
If you don't have this enabled, then something else is locking access and you're going to have to track that down. Antivirus software is a good bet.
Your problem didn't fixed it or I did it wrong
I went to Program Files (x86) > ubisoft> ubisoft game launcher> games> watch dogs> bin
and i found a watch dogs icon so I clicked it
when i go ingame and change the settings and exit back to see if it worked. well it didn't work :/
go to properties and then uncheck read only
