If its just Watch_dogs and you have more demanding games that run normaly, may be time to varify or reinstall.

where the graphic card and CPU arent powerful enough for it so it moves in slow motion?
(Mortal Kombat 9 for PC... it had a horrible issue with some cards and it went in slow motion... the only solution was downgrading the graphics heavily)
If it's that kind of slow motion then it sounds like theres no frame skip
and once you add frame skip.... it's gunna lag hard
I had experience with these kinda problems on my old laptop from 2007 with intel HD graphics and a dual core CPU
If even the cutscenes are in slowmotion then i'm quite confident in my analisis
A: You're new system don't agree with Watch_Dogs and or it has horrible PC parts from the year 1990 never
or the parts just suck in general
