The 970 can't run it on ultra(own one along with the newest i5 at 4.8ghz)...
Are you playing below 720p somehow? No way a 750ti can get those results(I owned one after all, was almost unplayble on low at 720p...)
I don't beleive you and I am sure many people would agree with me on that.
I mean no offense, maybe you are just not sensitive to low fps as much as some...I cant take when it drops lower then 60 and you can look at vids of this game playing on 970's dropping into the lower 40's even with ocd i7's....
I am running a AMD 2.8 Phenon II 6 Core with 8 GB of DDR3 with 2GB GTX 750 ti on 1080p. I said only the textures were not set to ultra everything else is on utlra. Textures are on whatever the default is because I can't technically change textures once the mod is installed.
As far as on Shadows of Morder, which I mentioned in a previous post: everything but textures is set to Ultra, ultra textures requires a card with more VRAM (namely 6 to 8). I have it set to High which still says it requires a card with 3 GB of VRAM. Any over 30 FPS and there really isn't much difference. If you must have 60, go for it though its unnessary. It just seems like a obsessivity issue to me. I have 20 20 vision, so its not like my eyesight is bad.
Middle-Earth: Shadows of Mordor - 33 FPS
Watchdogs - Can't I have a failing HDD, and game failed to Verify having to redownload crap.
I should also mention Video Capture puts a lot of stress on the Video Card. So if you are doing any kind of VC while playing the game, then you will likely noticed huge drops in FPS. I do not do any kind of VC on games.
Edit: Should also note I am not overclocking anything. So if I really wanted higher FPS, I could though it's again unneccesary.
Edited Edit: I just looked up a site that has side by side of 30 vs 60 FPS. While I can see the difference between the 2, it is not a difference that tells me I MUST have a new card. But I do admit it is nice. http://30vs60.com/
Its the drops that make me annoyed mainly, if 60 to 40 and back to 60 doesn't bother you thats awesome, I wish I was like that but I just shut the game down and play a game that isn't coded by Ubimonkeys.
I run a 60hz panel but if I drop lower then 50 it bothers me, my eyes are terrible to me, wish I could deal with the drops but it just annoys me a lot. When I heard Far Cry 3 on consoles dipped into the 20's I was like "How can you play!" haha...
So when you say drop, it's during times of high graphical processing such as: Explosions and Fighting Scenes. Places that break a constant framerate. So could you play as long as it stayed at a constant framerate. Say if it was constantly 40 or 45 even 50 or does it absolutely have to be 60? Curious.
I sorta wish, Steady 40-50 would be acceptable actually, not really ideal for an i5 at 4.8ghz and a 970 with a hefty OC. Game has a lot of driving, it jumps all over the place while driving or even walking randomly, funny enough high action doesn't seem to tank it as much....that programming skill.....

the rain in this game is beautiful and i would like it to be enabled always. i read that reddit post, and i am somewhat getting what their instructions (in the reddit post's links to the unpacker) are saying, but every time i try and drag the "windy_city.game.xml" over to the "gibbed.disrupt.unpacker.exe", i see the gibbed.unpacker command prompt for like a second, and then it will say "gibbed.disrupt.unpacker.exe has stopped working." every time it will do this, i've tried running as administator, i've tried uninstalling and reinstalling, and i can't figure it out.
i apologize if this has been answered earlier in this discussion, i just haven't come across any answer to my problem on here or the internet in general. if someone could help, that would be awesome! you guys seems to know how to fix these problems, i'm counting on you :p
Winx64 bit OS, just fyi
I don't have much problem with that. My processor is from 2009 or 2010, but it's AMD Phenon II X6 2.8 Ghz. It's a 6 core. I've never been a fan of the i5 series though. I wouldn't use anything other than i7. But from what I've read the game isn't properly optimized so it gives processors that can't handle it a workout, so I don't know.
The rain makes the world look and feel so real doesn't it. I was like Wow, just Wow the first time I saw it with the mod.
As for your problem, if the mods in this package uses the "windy_city.game.xml," (which I haven't checked that it does or not) then you will have to modify the one in this package before installing it using the instructions provided in the link on the page you linked. Edit: I found the unpacker you mentioned and tried the same thing and it is giving me the unhandle expection it calls "bad magic." I even ran this from CMD and it still came back with the same error. Not sure if you are using it properly I haven't read up on the actual program.

all i can see in Notepad++ is a whole glob of that. is there something i have to do before i can view it? decompile?
To convert the windy_city.game.xml you first need to rename it to windy_city.game.rml. Then convert it with the Gibbed.Disrupt.ConvertXml tool. You'll be able to open and edit the xml file it creates. Then when you're done convert it again with the same tool, the new file will be a ".rml" again. Just rename it to windy_city.game.xml and you're good to go.
the problem i have is that EVERY one of the gibbed tools i use crashes on me. the gibbed.disrupt.unpack.exe , gibbed.disrupt.ConvertXml.exe , gibbed.disrupt.pack.exe even crashes on me.

That last image, with the "not responding" window, happens with all my gibbed tools. THAT is my problem here.
